PAN asks to provide home medical care to sick people – Grupo Milenio

He PAN deputyÉctor Jaime Ramírez Barba, promotes an initiative with the purpose that public health service providers offer home health care to all patients, especially to those who, due to their illness, age, disability or vulnerability, are unable to attend medical facilities in person.

The proposal, also signed by the deputies who are members of his parliamentary group, adds an article 32 Bis to the General Health Law to specify that this task will be executed by the National Health System.

Meanwhile, the Mexican Institute of Social Security for Wellbeing (IMSS-Bienestar), in coordination with the governments of the federal entities, will have the programs and actions that allow pprovide home health care for people without social security.

Likewise, the initiative submitted to the Health Commission for its opinion states that the Ministry of Health, in coordination with the General Health Council, will establish specific regulations for the provision of home health care services, among them, the type of services they will provide at home.

Likewise, the requirements for providers and monitoring and evaluation mechanisms, informed consent, data protection and patient privacy, so that the quality and safety of said services is guaranteed.

The initiative highlights that what is sought is to contribute to reducing the saturation of hospital doctor services, since the adequate regulation of home care will prevent older adults, people with disabilities or people who face a chronic illness with mobility difficulties, have to spend long hours waiting to receive a consultation.

He adds that it will also free up the use of resources such as infrastructure and health personnel in hospital centers, to improve people’s care that necessarily require hospital care.

Argues that home care aims to provide health care through activities that include promotion, protection, healing and rehabilitation content for the person, within a framework of full co-responsibility between the user and/or family with health professionals. , the same ones that are carried out in people’s homeswho, due to their health status, age or other criteria, cannot travel to a health care unit.

It highlights that home health care can be a viable option to guarantee access to health services for chronically ill patients who do not require hospitalization or for population groups who face barriers in their mobility and as a cost-effective intervention model.

Representative Ramírez Barba explains that these actions are fundamental, since, in Mexico, public health institutions have few examples of home care schemes, as is the case of the Chronic Sick Care program, belonging to the IMSS, which began in the nineties.
