With this reform which seeks to eliminate the criminalization of women and pregnant people who decide to terminate their pregnancy, Forced abortion is recognized as a crime, the causes of abortion are eliminated, with the exception of the risk to the life or health of the woman and pregnant person; In addition, the obligation of the State to provide, free of charge, safe and under international standards, voluntary interruptions of pregnancy is recognized.

Also Regarding the obligations of the State, a period of two calendar days is established for public health services to carry out the interruption voluntary pregnancy based on your request; Likewise, a period of two calendar days is defined for the Public Ministry, the state DIF and the municipal DIF to issue the authorization when the applicant is under 12 years of age and does not have the authorization of her father, mother, guardian or legal representative. .

In this sense, said reform will recognize the conscientious objection of medical personnel, but also the obligation of public health services, to guarantee that there are always non-conscientious objector personnel who provide access to safe, legal and free abortions.

This proposal seeks to reform the Penal Code and the Health Law, both for the State of Moreloswith the purpose of guaranteeing the voluntary interruption of pregnancy, for which, among other things, it proposes establishing responsible authorities and response timing to guarantee health and care conditions for those requesting legal interruption of a pregnancy.

“Criminalizing abortion is one of the most harmful ways of instrumentalizing and politicizing the body and life of women, since it exposes them to risks to their life and health with the purpose of preserving their function as reproductive agents and depriving them of autonomy in the adoption of decisions about their own body,” the CDH detailed in a statement.

The initiative was received by deputy Martha Melissa Montes de Oca, who is the president of the Equality Commission of the State of Morelos, which promised to review said proposal for subsequent discussion and analysis in the plenary session.
