Clean transition budget for fossil fuels – CIEP – Grupo Milenio

The Center for Economic and Budgetary Research (CIEP) pointed out that eIn 2023, of the budget allocated to the annex ‘Transition Strategy to Promote the Use of Cleaner Technologies and Fuels, 23.6 percent was allocated to just projects of the energy sector related to fossil fuels.

In a study that aims to analyze the allocation of the Federation’s Expenditure Budget (PEF) during 2023 and 2024, in particular with the energy transition and climate change policy, it revealed that of said budget, only 5.4 percent was allocated toclean energy .

Impact on budgets

According to the CIEPof the 2024 budget, the proportion of projects associated with fossil fuels decreased to 19.5 percent, while the amount allocated to clean energy increased to 43.2 percent, due to an increase in hydroelectric projects.

The report also highlighted that in 2024, the budget of Petróleos Mexicanos (Pemex), the Ministry of Energy (Sener), the Ministry of the Interior and Health shows a decrease compared to what was spent in 2023.

“Even though Sener’s programs focus on the sustainability of the energy system and energy efficiency, they are suffering from a reduction. In addition, the resources allocated to the Interior, Health and Semarnat in the administrative support program do not clearly show their contribution to the energy transition,” he said.

Regarding the budget allocated to the Federal Electricity Commission (CFE), also showed a reduction of 36.8 percent compared to what was spent in 2023.

“This decrease is due to the fact that the Gas Transportation Service program reduced its budget by 38.9 percent, which represents 94.3 percent of the total CFE budget,” he said.

The CIEP assured that due to institutional activity, the CFE allocates most of its budget to Corporate Management of Subsidiary CompaniesIn 2024, this activity will account for 70 percent of the budget, while in 2023 it represented 78.9 percent.

Of the CFE budget allocated to electricity generation projects in 2023 and 2024, 92.1 and 74.1 percent respectively, did not have a portfolio code, which makes budget monitoring difficult.

In 2023, 93.4 percent of the portfolio-key resources were concentrated in combined cycle and conventional thermoelectric plants. For 2024, a shift towards clean energy is observed, with an increase in the budget for projects in hydroelectric, wind and geothermal power plants.
