Deputies free the State from responsibility in clean energy – Grupo Milenio

The parliamentary majority of Morena, PVEM and PT in the Chamber of Deputies freed the Mexican State from responsibility in the transition to clean energy that was originally imposed by the electrical reform.

During the particular discussion of the modifications and additions to articles 25, 27 and 28 of the Constitution, the legislators of the ruling bloc presented and accepted by show of hands a reservation to delete the paragraph referring to the energy transition.

The text deleted this morning established “the State is in charge of the energy transition and will use in a sustainable manner all the energy sources available to the nation, in order to reduce greenhouse gas emissions and components, for which that will establish the scientific, technological and industrial policies necessary for the energy transition and other environmental impacts.”

When justifying on the platform the elimination of the State’s environmental responsibility, the coordinator of Morena, Ricardo Monreal, maintained that, if the ruling was not modified, the State would be solely responsible for the energy transition, even exempting the private sector.

“It would not be possible, because it does not have the economic capacity and neither would it be consistent with President Claudia Sheinbaum’s statement,” he pointed out.

However, on behalf of the PAN, deputy Germán Martínez Cázares described as shameful the suppression of the environmental responsibility of the Mexican State, which also violates international treaties.

“This amputates, shortens, the energy transition from fossil fuels to reducing greenhouse emissions. They are reducing the State’s capacity and obligation to share in an energy transition to which President Claudia Sheinbaum committed in this room, in front of us,” he remarked.

For Movimiento Ciudadano, legislator Laura Ballesteros affirmed that the elimination of the State’s burden in terms of energy transition shows that the electrical reform approved by Morena is “toxic.”

“This is not a reform of strategic areas and companies, it is a toxic energy reform to establish polluting and unproductive monopolies of the State; “They want Pemex fuel oil to produce electricity and with that they are going to condemn the new generations,” he accused.

The reservation proposed by Morena and admitted by the plenary session also included railways, “both for passenger and cargo transportation,” among the priority areas for national development in the terms of article 25 of the Constitution.
