IP rejects housing reform; prefers financing from Infonavit- Grupo Milenio

José Medina Mora, president of the Employers’ Confederation of the Mexican Republic (Coparmex), asked for respect for tripartism so that, together, the government, the Institute of the National Housing Fund for Workers (Infonavit) and the private sector coordinate the best way to benefit the population.

He highlighted that the federal government’s proposal that Infonavit build housing and rent it out would be a regression for the institute and would affect the costs of the housing itself.

How would it affect the proposed lease?

“We have been emphatic in proposing that leasing instruments be promoted by the government’s development bank (…) it would be a regression. We remember very well the times when Infonavit coordinated this construction. If we review the explanatory memorandum in 1992, before that reform, it was very clear in the cost analysis that when Infonavit takes over banking functions, the cost of housing is reduced by 30 percent,” he explained.

During his participation in the first extraordinary general assembly of Infonavit, Medina Mora highlighted that in Mexico the gaps in the right to housing that exist must be addressed, and condemned that since 2019 the placement of credits by the institute has decreased.

Challenges of the new Infonavit administration

He highlighted that the new administration of the Institute, in charge of Octavio Romero Oropezawill face several challenges, such as addressing the delinquency rate of the overdue portfolio, since he recalled that there are currently more than one million loans that are not paid.

In addition, he noted that the housing income subsidy was withdrawn and that there are risks of poor performance in the subaccounts. He also mentioned internal and external audit problems, failures in operational management and obsolescence in technological application systems.

For her part, Claudia Esqueda Llanes, representative of the workers, assured that they are against the reform of article 123, which would allow Infonavit to build and rent housing, since this would generate problems regarding payments and conservation of homes.
